Proposal Manager (EP0909654)
Responsibilities:
- Develop the Proposal Plan and review the Enquiry Summary, if necessary
- Organise and hold the bid kick-off meeting
- Define the bid cost structure
- Manage the interfaces
- Approve the scope of work of each party involved in the bid
- Analyse contract requirements and conditions
- Assist in bid vendors list definition
- Approve the cost estimate of materials developed by the Offshore Estimator
- Prepare the bidding documents for the Requests for Quotation
- Approve the cost estimates of subcontracts developed by the Offshore Estimator
- Identify the pre-bid agreements to be completed
- Approve the cost estimate of internally performed activities and base on the evaluations made by the other departments
- Approve the preliminary project cash flow
- Endorse the project organisation, overall project schedule, overall execution plan, overall resources plan
- Integrate proposal packages prepared by the individual entities and Proposal Partners (if any) and reconcile possible discrepancies
- Discuss each entity’s proposal package in accordance with the commercial strategy
- Submit the proposal to the Client
- Manage the post-bid clarification phase with the Client
- Define possible scope of work reviews
- Review the contract with the support of non-commercial Departments
- Negotiate the final price
- Prepare the Tender Progress Reports
- Prepare the Proposal Close-out Report
- Review and finalize the Initial Project Budget
- Support the Project Manager in reviewing the contract after the award (if not completed before);
- Ensure that Risks and Opportunities Analysis is correctly applied
- In prospect phase, define a list of the major risks qualitatively evaluated
- In proposal phase, define risk register
- Ensure the management of commercial bids for projects in order to optimize success in contracts awarding and maximising the company’s commercial results.
Requirements:
- Minimum degree in Engineering or Business Management.
- Minimum 8 years working experience preferably work as a senior role before.
- Must have worked in an oil & gas industry in most of the career span.
- Singaporean or Singapore PR only.
